He holds a Law Degree from the Complutense University of Madrid, with a Master’s Degree in Leadership in Public Management from IESE Business School-University of Navarra. In 2002 he joined the Corps of State Lawyers. He has served in the State Attorney’s Office in Ourense, in the Ministry of Foreign Affairs, in the Ministry of Health and Consumer Affairs, in the High Court of Justice of Madrid and in the Supreme Court.
In 2005 he was appointed by the Plenary of the General Council of the Judiciary as Head of its Appeals Section, the department responsible for the control of the legality of the acts issued by the governing bodies of the Judiciary. Four years later, the Governing Council of the Community of Madrid appointed him Secretary General of the Court for the Defence of Competition. In May 2010, he became Advocate General of the Community of Madrid, directing and coordinating all the legal services of the regional administration, both in their procedural and consultative activities, until January 2015.
He is the author of numerous articles in legal journals and monographs specialising mainly in Administrative Law and judicial organisation. He has been a member of the Advisory Council of the Community of Madrid, of the Advisory Board of Administrative Contracting and of the Joint Commission of the Community of Madrid-Government Chamber of the High Court of Justice of Madrid.
He is also a Corresponding Member of the Royal Academy of Jurisprudence and Legislation and a regular contributor to the media.
